Outstanding EMS AwardMembers of the Farmington Police Department, Fire Department, HealthEast Medical Transport and Allina Ambulance were recognized by the Dakota County EMS Council with an award for their Outstanding EMS Response for saving the life of then 17-year-old Travis Glenzer of Farmington. 

On February 14th, 2018, at about 9:49 p.m., Patrol Officer Chris Lutz of the Farmington Police Department conducted a traffic stop on a vehicle for going 71 mph in a 55 mph zone. Upon approaching the driver's side of the vehicle, Officer Lutz noticed that it had dark window tint and he had difficulty seeing inside the car. He knocked on the window, but was unable to get a response from the driver, later identified as 17-year-old Travis Glenzer of Farmington. 

He looked closer and was able to see that the driver was a teenage male and he was thrashing about in the seat with his fists balled up making some noises. Lutz quickly realized that the driver was likely experiencing a medical emergency. He had the presence of mind to make a quick visual sweep of the interior looking for weapons, drugs, or signs of an impromptu chemical suicide before opening the door and tending to the driver. 

The driver was unresponsive and then stopped breathing as well. Lutz, with assistance from Sgt. Andy Bellows and Officer Dan Miller, removed the driver from the vehicle, checked for a pulse, and finding none, began CPR and AED intervention. Allina Ambulance and Farmington Fire arrived on scene and took over medical care finding that his pulse had returned. He was transported to Fairview Ridges Hospital. Then HealthEast Medical transported him to Children's Hospital where he spent the next 17 days. 

Travis' parents later told the departments that it took the doctors nine days to figure out that he had a genetic condition called Catecholaminergic Polymorphic Ventricular Tachycardia. He eventually underwent surgery to implant a pacemaker/internal defibrillator.

For their quick thinking and actions in saving Mr. Glenzer, Police Chief Gary Rutherford nominated Officer Chris Lutz, Sergeant Andy Bellows, Officer Dan Miller, members of the Farmington Fire Department, the responding Allina Ambulance crew and HealthEast Medical Transport for the Outstanding EMS Response Award.
